A Filipino local chief executive was named as one of the top mayors of the world.
Angeles City Mayor Edgardo “EdPam” Pamintuan ranked 8th in the top 10 World Mayors 2012.
Organized by the City Mayors Foundation, the World Mayor Project aims to raise the profile of mayors worldwide, recognize their contributions to their communities and their commitment to the well-being of cities nationally and internationally.
Pamintuan has been working on improving the city’s health system, providing better education for all and investing in infrastructure.
Testimonial votes for Pamintuan lauded the city mayor for specific achievements including being the first mayor to build a city college providing low-cost education; the planting of 200,000 trees with help from volunteers; the cleaning of major drainages and for modernizing the city hospital, including installing dialysis facilities.
Last year, Angeles City reaped several awards from the Department of Interior and Local Government (DILG) including being awarded the Seal of Good Housekeeping for two consecutive years.
The city also received the Gawad ng Pamana ng Lahi Award for the highly-urbanized city category, and the Local Governance Performance Management System (LGPMS) Plaque of Recognition.
Angeles City received three more certificates of recognition on performance areas of social governance, valuing fundamentals of good governance and administrative governance.
The 2012 World Mayor Project, conducted over a 12-month period, drew some 463,000 people who were invited to nominate and vote for city leaders who possess qualities such as honest and open governance, leadership and vision, management abilities, financial acumen, social and economic awareness, ability to provide security and to protect the environment, and the will to foster friendship among communities of different cultural, racial and social backgrounds.
During the first phase of the Project, a total of 912 mayors were nominated by more than 205,000 individuals and organizations, but organizers only considered those nominations that were accompanied by supporting testimonials.
The Project’s second round invited a worldwide audience to select from the shortlist of 25 mayors and provide a supporting statement.
The top 10 winners of the 2012 World Mayors are:

- Joko Widodo, Surakarta, Indonesia, 3rd place
- Regis Labeaume, Quebec City, Canada, 4th place
- John F. Cook, El Paso, USA, 5th place
- Park Wan-su, Changwon City, South Korea, 6th place
- Len Brown, Auckland, New Zealand, 7th place
- Edgardo Pamintuan, Angeles City, Philippines, 8th place
- Mouhib Khatir, Zeralda, Algeria, 9th place
- Alfonso Sanchez Garza, Matamoros, Mexico, 10th place
